Violations by the Rapid Support Forces have increased in the East Nile locality, where they have stormed both main and secondary markets, firing on civilians within residential neighborhoods. Additionally, there have been reports of kidnappings for ransom, along with horrific cases of rape, leading to the closure of markets and communication devices. The region is experiencing a state of terror and complete paralysis in the movement of citizens.

In a statement, the United Nations Resident Coordinator and Humanitarian Coordinator in Sudan, Clementine Nkweta-Salami, condemned the intense shelling, airstrikes, and drone attacks against civilians in Darfur, Kordofan, and other conflict-affected areas, stating that “this is not a war; it is a brutal assault on human life.”

In South Kordofan, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) has warned of escalating hostilities between the Sudanese army and the Sudan People’s Liberation Movement – North. Reports indicate that airstrikes targeting the city of Kadugli, the state capital, have resulted in the deaths of over 50 individuals, mostly women and children, in addition to injuring more than 20 others.

The High Committee for Currency Change held an important meeting chaired by the Minister of Finance, aimed at linking banking inter-applications to facilitate the flow of funds between different bank accounts, which is expected to begin soon. The Director of the Sudanese Electricity Distribution Company announced the restoration of electricity to service institutions in “Wad Madani” and the Haj Abdullah station, clarifying that the transformers are ready but require oil for operation. He confirmed that electricity will be operational next week to supply service institutions in the city, including hospitals and water facilities.

Sudanese army aircraft conducted airstrikes on the town of Nyala over six consecutive days this week, targeting the eastern neighborhoods and downtown areas, resulting in casualties among both people and property. Meanwhile, in Port Sudan, hundreds of families have left shelters and residential neighborhoods after 14 months of displacement to the Al Jazeera State. “National Umma Party Accuses Army and Allied Forces of Assassinating Party Leader in Um Rawaba and Local Education Director”

Sudan: Sudan Sawa Sawa, February 1, 2025

In a press statement, the National Umma Party stated that in continuation of their horrific crimes against innocent citizens, the armed forces and their allied militias have committed an atrocity that shocks the conscience. They are accused of murdering Professor Al-Tayeb Ubaid Allah, the party leader in Um Rawaba and the local education director, a key figure in the region’s education, who dedicated his life to teaching generations and serving the community. This brutal act has revealed the criminal nature of these forces.

The perpetrators prevented citizens from approaching his body for over three hours as it lay in a pool of his own blood. Reports are emerging of similar massacres and extrajudicial executions against citizens in the city. Just two days ago, the city of Bahri witnessed comparable crimes that reached the level of mutilating and burning bodies, as well as dragging and killing others before the eyes of citizens in a scene devoid of any humanity.

The National Umma Party strongly condemns these heinous crimes and holds the leadership of the armed forces and their allied militias fully responsible for all these horrific violations against citizens in areas where their forces operate. Such actions warrant accountability and punishment. The party calls on the armed forces’ leadership to investigate these crimes, arrest the perpetrators, and bring them to justice, as well as to stop the violations against citizens.

Additionally, the party urges human rights organizations and international bodies to monitor these crimes, condemn them, demand accountability for the perpetrators, and advocate for the protection of innocent citizens who are facing severe oppression, brutality, and terrorism.

These criminal acts are intolerable; they are crimes that can only stem from terrorist organizations that show no regard for human life and dignity and do not respect the law.

The party calls on all national and community forces to unite their efforts to stop the war and combat the rhetoric of hatred and racism, as well as these terrorist acts that have no connection to the values of religion, ethics, or Sudanese traditions.

The party extends its condolences to the family of the beloved Professor Al-Tayeb Ubaid Allah and to his relatives and loved ones in Um Rawaba. It also expresses its condolences to the families of all victims, stands in solidarity with them, and prays for all the martyrs. We ask Allah for the swift recovery of the wounded and injured; He is All-Hearing and responsive.

“Deputy Head of the “Taqaddum” Coordination Has Not Yet Made Any Decision Regarding Government Formation”

Nairobi: Sudan Sawa Sawa, January 30, 2025

In a press statement issued by the Deputy Head of “Taqaddum,” Dr. Al-Hadi Idris, on the official Facebook page of the Democratic Civil Forces Coordination (Taqaddum), we wish to emphasize, in light of recent statements, that the statement circulated in the name of the official spokesperson does not reflect the official position of the Democratic Civil Forces Coordination (Taqaddum). This statement was not agreed upon by any of the accredited bodies of the coordination, nor was it coordinated within the known organizational frameworks.

We also confirm that the “Taqaddum” Coordination has not yet made any decision regarding the issue of government formation, and this matter is still under discussion among all parties. Any hasty statements made outside the organizational context are irresponsible attempts to impose specific agendas and do not represent the collective will of the coalition.

We view this rushed statement as an attempt to create division within the coordination, which we strongly reject. The “Taqaddum” coalition was founded on the principles of political consensus among its founders, who alone have the right to determine its fate. No single party can decide the fate of the coordination or issue crucial decisions without the consent of all.

We reject any attempts to impose a fait accompli without consulting all partners, and we will confront this with determination and responsibility.

“Official Spokesperson for “Taqaddum” Announces Agreement on Political Separation”

Nairobi: Sudan Sawa Sawa, January 30, 2025

The official spokesperson for “Taqaddum,” Bakri Al-Jak, stated in a press release on the official Facebook page of the Democratic Forces Coordination that during the leadership body meeting of “Taqaddum,” which concluded on December 6 of last year, a proposal was made by a group within the leadership for the formation of a government. However, no consensus was reached on the proposal.

As a result, the meeting decided to refer the issue of legitimacy disputes and other matters to the political mechanism, which held several meetings and issued recommendations that were forwarded to the General Secretariat and the leadership body of the coordination.

In its latest meeting, the political mechanism agreed to separate the entities and individuals who insist on proceeding with the formation of a government from those who oppose the formation of any government independently or in conjunction with any of the warring parties. A committee was formed to reach a formula for this separation that maximizes the agreements between both sides, allowing each to operate independently, both politically and organizationally, while fully respecting the different choices based on understandable grounds for each party. However, the reality indicates that these options can not coexist within a single alliance that rejects war and remains neutral to any of its parties.

We recognize the significant impact of war in driving everyone towards polarization and division. The Democratic Forces Coordination will remain neutral to any party in the conflict and does not recognize the legitimacy of the de facto authority in Port Sudan or any other authority. We reject war and violence as a means of managing political conflict in the country and will work to build a civil front that opposes war and believes in the unity of the country. Additionally, we will contribute to efforts to stop the war through public and diplomatic initiatives, as well as work towards ending the conflict through an inclusive dialogue involving all active forces, based on a comprehensive project for justice and transitional justice, and a holistic vision for social recovery to mend the social fabric and address the social and political remnants of war, including division and polarization.

“National Communications Authority: Lifting the Ban on Facebook and TikTok in South Sudan”

Juba: Sudan Sawa Sawa, January 28, 2025

In accordance with our reference directive: RSSJ/NCA/25/00057 issued on Wednesday, January 22, 2025, regarding the ban on Facebook and TikTok in the Republic of South Sudan, we are pleased to announce that the primary objective of removing graphic and controversial content has been successfully achieved. We appreciate your cooperation in assisting the authority in fulfilling its duties.

As a result of this achievement, the National Anti-Corruption Authority announces the lifting of the ban on Facebook and TikTok, effective today at 00:00 on January 27, 2025.

In conjunction with this decision, we urge all our licensed operators who have caching servers for Facebook and TikTok in South Sudan to actively monitor these social media platforms and report any inciting or graphic content that should be removed by the operators of these platforms (Meta and TikTok).

The increase in violence associated with social media content in South Sudan underscores the need for a balanced approach that addresses the root causes of online incitement while protecting the rights of the population. By lifting this ban on Facebook and TikTok, we hope to foster a safer digital environment and promote peace and stability in the country. The authority will seek to adopt a unified approach to avoid future shutdowns.

“Sudanese Teachers’ Committee: “The December Revolution is Alive and Ongoing”

Nairobi: Sudan Sawa Sawa, January 27, 2025

According to the “Media Office,” we have followed on social media a group of individuals wearing military uniforms, whose speech reveals their affiliation with the Muslim Brotherhood and their criminal militias. They mock the glorious December Revolution and threaten the revolutionaries and its supporters, hiding behind war propaganda and attempting to associate the war with the revolution in order to undermine it with their terrorist organization.

We understand that the problem of the ousted regime is not with the Rapid Support Forces they established and nurtured, but with the December Revolution that uprooted their despised system.

Their vision for the state, for which they ignited the war, has become evident. The crimes in Sudan since 1989, which persist to this day, are their means to consolidate their rule. The crimes committed by these terrorist groups, including brutal acts such as disemboweling, beheading, direct killings, forced abortions, and throwing bodies into the Nile, have emerged publicly, revealing the heinous acts perpetrated by these criminal militias, making their removal inevitable.

We affirm the steadfastness of the revolution and the justice of its causes. It will remain alive and ongoing, and no attempts by the remnants and shadow militias will conceal it, even if these criminals hide behind war and its propaganda.

“The consultative meeting in Nairobi of political, civil forces, and national figures emphasizes the priority of addressing the humanitarian disaster and working towards building a broad front that contributes to shortening the duration of the war and establishing the Sudanese state.”

Nairobi: Sudan Sawa Sawa, January 22, 2025

Initiated by the Sudan Liberation Movement led by Abdul Wahid Mohamed Nour, consultations were held in the Kenyan capital, Nairobi, from January 19 to 22, 2024. The meeting included a wide array of political and civil forces, as well as independent figures, at a critical time for our country, which is suffering from a brutal war that has devastated the nation, killed and displaced its sons and daughters, exacerbated the fragmentation of its social fabric, and heightened rhetoric of hatred and racism, exposing it to fragmentation and total collapse. The aim of the meeting was to intensify and unify efforts to stop and end the wars, and to build the broadest front to accomplish this mission, contributing to the establishment of a Sudanese state that breaks with the legacy of the past and envisions a better future for all Sudanese people.

The attendees discussed the developments of the war and its catastrophic humanitarian impacts, including displacement, severe famine, and horrific violations committed against unarmed civilians by warring parties. They condemned these actions in the strongest terms and called for the accountability of the perpetrators, justice for the victims, and compensation for the damages.

The participants agreed on the priority of addressing the humanitarian disaster, halting and ending the wars, and establishing a Sudanese state through a comprehensive peace process that addresses the root causes of the issues without evading a deep, genuine, and fair resolution.

The meeting was characterized by frankness, clarity, and depth in dealing with the roots of the Sudanese crisis, reaching consensus on a wide range of issues. The attendees also emphasized the importance of continuing consultations in the same spirit to expedite the formation of a broad front that shortens the duration of the war and confronts the terrorist schemes of the National Congress Party, its Islamic Movement, and remnants of the former regime, who are working to prolong the war and undermine the glorious December Revolution.

The meeting concluded with a message to the sons and daughters of Sudan, emphasizing the necessity of unity in order to stop and end the war, achieve sustainable, comprehensive, and just peace, and continue the path of the December Revolution. It also called for confronting hate speech and racism, as our country is in urgent need of this now without delay. The message expressed gratitude to the sister nation of Kenya and President William Ruto for hosting a large number of Sudanese refugees and for their valuable contributions to efforts aimed at halting the war in Sudan.

Sudan Sawa Sawa, January 16, 2025

“A Call for Calm”

Dear citizens of South Sudan,

On behalf of His Excellency President Salva Kiir Mayardit, we express our deep sorrow and grief over the recent brutal killings of innocent civilians from South Sudan by the Sudanese Armed Forces. As we all know, many in South Sudan still regard Sudan as home due to our shared history and ongoing brotherly commitments. However, these acts of violence against civilians are completely unacceptable.

Our citizens trapped in war zones in Sudan are entitled to protection under the Geneva Conventions, which the warring parties must adhere to.

I want to assure you that His Excellency the President and the Government of South Sudan are taking swift and decisive action in response to these tragic events. Upon learning of these incidents, the Ministry of Foreign Affairs summoned the Sudanese ambassador in Juba, and diplomatic consultations are underway to ensure that those responsible for these killings are held accountable under international law.

However, I urge all citizens of South Sudan to remain calm and refrain from seeking revenge. It is crucial that we do not allow anger to cloud our judgment or turn against the Sudanese traders and refugees currently residing in our country. These individuals are seeking safety, and it is our duty to provide protection and support to those in need.

I call on all of you to exercise restraint and allow the Governments of South Sudan and Sudan to address this matter through diplomacy. Let us trust in the peace processes and dialogues to resolve this crisis, rather than taking matters into our own hands.

Let us stand united as a people to demonstrate the strength and resilience that define us, and avoid actions that could escalate tensions further. Together, we can navigate this difficult moment with wisdom and compassion.

May God grant eternal peace to the souls of our departed brothers, and may the people of South Sudan find comfort in knowing that we stand together in solidarity, striving for swift and just action.

Sincerely,
Lily Adio Martin Manel
Press Secretary
Office of the President

Treasury Sanctions Leader of Sudanese Armed Forces and Weapons Supplier”
Sudan Sawa Saws, January 16, 2025

WASHINGTON — Today, the Department of the Treasury’s Office of Foreign Assets Control (OFAC) is sanctioning Abdel Fattah Al-Burhan (Burhan), the leader of the Sudanese Armed Forces (SAF), under Executive Order (E.O.) 14098, “Imposing Sanctions on Certain Persons Destabilizing Sudan and Undermining the Goal of a Democratic Transition.” This action follows the designation of the leader of the Rapid Support Forces (RSF), Mohammad Hamdan Daglo Mousa (Hemedti), on January 7, 2025. In addition, OFAC is sanctioning one company and one individual involved in weapons procurement on behalf of the Defense Industries System (DIS), a procurement arm of the SAF that OFAC sanctioned in June 2023.

“Today’s action underscores our commitment to seeing an end to this conflict,” said Deputy Secretary of the Treasury Wally Adeyemo. “The United States will continue to use our tools to disrupt the flow of weapons into Sudan and hold these leaders responsible for their blatant disregard of civilian lives.”

Burhan’s SAF has committed lethal attacks on civilians, including airstrikes against protected infrastructure including schools, markets, and hospitals. The SAF is also responsible for the routine and intentional denial of humanitarian access, using food deprivation as a war tactic. In December 2023, Secretary of State Antony Blinken determined that members of the SAF had committed war crimes. The SAF’s egregious war tactics, alongside those of the RSF, are primarily responsible for one of the world’s worst humanitarian crisis, where famine has been declared in five regions of the country.

SAF leadership
Abdel Fattah Al-Burhan (Burhan) is the commander of the Sudanese Armed Forces (SAF). In October 2021, Burhan and RSF commander Hemedti co-led a military takeover that seized power from Sudan’s civilian-led transitional government. Since then, Burhan has opposed a return to civilian governance in Sudan and has refused to participate in international peace talks to end the fighting, choosing war over good-faith negotiation and de-escalation. Under Burhan’s leadership, the SAF’s war tactics have included indiscriminate bombing of civilian infrastructure, attacks on schools, markets, and hospitals, and extrajudicial executions.

Burhan is being designated pursuant to E.O. 14098, for being a foreign person who is or has been a leader, official, senior executive officer, or member of the board of directors of the SAF, an entity that has, or whose members have, engaged in actions or policies that threaten the peace, security, or stability of Sudan relating to the tenure of such leader, official, senior executive officer, or member of the board of directors.

SAF Weapons supplier
Ahmad Abdalla (Abdalla) is a Sudanese-Ukrainian national and an official of the Defense Industries System (DIS), the primary procurement arm of the SAF. Since OFAC’s June 2023 designation of DIS, the company has sought to procure weapons and equipment through unofficial means. To evade sanctions, DIS conducts procurement activities through ostensibly private companies working on its behalf. Abdalla is the Chief Operating Officer of Portex Trade Limited, a company that has transacted with entities involved in the sale of military equipment. Notably, Abdalla coordinated the acquisition of Iranian-made UAVs from an Azerbaijani defense company for shipment to Sudan.

Abdalla is being designated for being a foreign person who is owned or controlled by, or has acted or purported to act for or on behalf of, directly or indirectly, the Defense Industries System, a person whose property and interests in property are blocked pursuant to E.O. 14098.

Portex Trade Limited (Portex) is a Hong Kong-based company controlled by Abdalla. Portex is being designated for being a foreign person who is owned or controlled by, or has acted or purported to act for or on behalf of, directly or indirectly, Abdalla, a person whose property and interests in property are blocked pursuant to E.O.

humanitarian Authorizations
In order to ensure that our sanctions do not impede the delivery of humanitarian assistance in Sudan, OFAC has issued broad general licenses (GLs) that authorize certain categories of transactions otherwise prohibited under E.O. 14098. This includes activities involving Burhan, the leader of the SAF; Hemedti, the leader of the RSF; and other persons blocked pursuant to E.O. 14098. In particular, 31 CFR § 546.512 of the Sudan Stabilization Sanctions Regulations (SSSR) authorizes certain humanitarian transactions that are in support of nongovernmental organizations, and 31 CFR § 546.513 of the SSSR authorizes certain transactions related to the provision of agriculture, medicine, and medical devices.

SANCTIONS IMPLICATIONS
As a result of today’s action, all property and interests in property of the designated persons described above that are in the United States or in the possession or control of U.S. persons are blocked and must be reported to OFAC. In addition, any entities that are owned, directly or indirectly, individually or in the aggregate, 50 percent or more by one or more blocked persons are also blocked. Unless authorized by a general or specific license issued by OFAC or exempt, U.S. sanctions generally prohibit all transactions by U.S. persons or within (or transiting) the United States that involve any property or interests in property of designated or otherwise blocked persons.

Violations of U.S. sanctions may result in the imposition of civil or criminal penalties on U.S. and foreign persons. OFAC may impose civil penalties for sanctions violations on a strict liability basis. OFAC’s Economic Sanctions Enforcement Guidelines provide more information regarding OFAC’s enforcement of U.S. economic sanctions. In addition, financial institutions and other persons may risk exposure to sanctions for engaging in certain transactions or activities.
The power and integrity of OFAC sanctions derive not only from OFAC’s ability to designate and add persons to the Specially Designated Nationals and Blocked Persons (SDN) List, but also from its willingness to remove persons from the SDN List consistent with the law. The ultimate goal of sanctions is not to punish, but to bring about a positive change in behavior. For information concerning the process for seeking removal from an OFAC list, including the SDN List, please refer to OFAC’s Frequently Asked Question 897 here. “Unrest in Juba Targets Sudanese Shops”

Sudan Sawa Sawa, January 16, 2025

Tensions have escalated in the city of Juba as angry South Sudanese citizens took to the streets, destroying shops owned by Sudanese nationals. This reaction comes in response to the recent brutal killings of South Sudanese citizens in Wad Madani, Sudan.

The unrest, characterized by widespread frustration and sorrow, has led to confrontations between protesters and security forces. Reports indicate that government troops fired shots into the air in an attempt to disperse the crowds and restore order.

The situation remains tense, and concerns are growing about the potential for further violence if calm is not restored quickly. Authorities have not yet issued an official statement regarding the unrest, though calls for restraint have been made by community leaders and activists.

These developments highlight the increasing anger among South Sudanese citizens regarding the treatment of their compatriots in Sudan and raise questions about how the government is addressing these underlying grievances.

Neutral Force for Civilian Protection Accuses Rapid Support Forces and Awakening Council of Crimes Against Humanity”

Sudan Sawa Sawa, January 16, 2025

We express our condolences for the souls of the civilians and innocents who have suffered atrocities, looting, and crimes against humanity at the hands of the Rapid Support Forces and the Awakening Council, led by Sheikh Musa Hilal. It is important to note that over 80% of the victims are women and children fleeing hunger and insecurity, who were part of the convoy we are tasked with protecting as a neutral force. This force is comprised of the Sudan Liberation Movement, led by Professor Abdul Wahid Mohammed Ahmed Nour, the Gathering of Sudan Liberation Forces, led by Professor Taher Abu Bakr Hajar, and the Transitional Council, led by Comrade Al-Hadi Idris Yahya.

As a neutral force, we hold the leaders of the Rapid Support Forces and the leader of the Awakening Council, Sheikh Musa Hilal, fully responsible for the events that occurred today in Kabkabiya and for their violations of the agreements made with us regarding the security and protection of civilian convoys. This situation will compel us to take a stand against what has been agreed upon.
